Gustavo Augusto Freitas de Lima is president of Brazil’s Administrative Council for Economic Defense (CADE). His primary areas of expertise include competition policy, public law, economic regulation, and law & economics. He previously served as a commissioner at CADE.

Before joining CADE, he was assistant deputy head of economic policy within the General Secretariat of the Presidency of Brazil and served on the board of directors of Empresa de Planejamento e Logística, a state-owned enterprise responsible for national logistics planning.

Earlier, he was a federal prosecutor in the Office of the Attorney General of Brazil, where he led the litigation department of the Office of the Prosecutor General and coordinated litigation across federal agencies, including cases before Brazil’s highest courts. He also served as chief prosecutor in a regional office.

Early in his career, he was an officer in the Brazilian Marine Corps, where he held the rank of lieutenant commander and worked in intelligence and telecommunications. He also taught graduate-level courses in administrative, constitutional, and tax law.

He earned a bachelor’s in law and a bachelor’s in nautical science, as well as a postgraduate diploma in public law from Universidade Estácio de Sá. He also earned a master’s in public policy from UniCeub and completed executive education in negotiation at Harvard Law School and Fundação Getulio Vargas
