Harry G. Broadman

Harry G. Broadman is a principal at WestExec Advisors and a senior economist at the RAND Corporation. He also serves on corporate boards and advises multinational corporations, financial institutions, private equity firms, sovereign wealth funds, and governments in advanced and emerging-market economies.

His primary areas of research and expertise include international trade, investment, antitrust, corporate governance, sustainability, innovation, and law & economics.

Previously, he was a partner at Berkeley Research Group, where he chaired the Emerging Markets Practice and the national-security practice focused on the Committee on Foreign Investment in the United States.

Before that, he was chief economist and senior managing director at PricewaterhouseCoopers, where he founded and led the firm’s global business-growth strategy consulting practice. Earlier, he was managing director and a member of the investment committee at Albright Capital Management, and managing director at Albright Stonebridge Group.

He also held senior roles at the World Bank, where he led sovereign-finance and enterprise-restructuring operations in China, Russia and other former Soviet states, the Balkans, and sub-Saharan Africa, and served as economic advisor for the Africa region.

In government, he served as chief of staff of the President’s Council of Economic Advisers at the White House and later as U.S. assistant trade representative. In that role, he led U.S. negotiations on services trade in the WTO, the investment provisions of NAFTA, bilateral investment treaties, and international science-and-technology agreements. He also served on the Committee on Foreign Investment in the United States and on the board of the Overseas Private Investment Corporation.

Earlier in his career, he was chief economist of the U.S. Senate Committee on Governmental Affairs. He also held academic and research posts at Harvard University, Johns Hopkins University’s School of Advanced International Studies, Resources for the Future, the Brookings Institution, and RAND.

Broadman is a Board Leadership Fellow of the National Association of Corporate Directors and a master faculty member of the organization. He is a lifetime member of the Council on Foreign Relations and a member of The Bretton Woods Committee. He has authored or co-authored “From Disintegration to Reintegration: Eastern Europe and the Former Soviet Union in International Trade” and “Africa’s Silk Road: China’s and India’s New Economic Frontier.”

He earned a bachelor’s, magna cum laude, from Brown University, where he was elected to Phi Beta Kappa. He also earned a master’s in economics and a Ph.D. in economics from the University of Michigan.
