Arpan Sura

Arpan Sura serves as senior counsel to Federal Communications Commission (FCC) Chairman Brendan Carr and as the FCC’s chief AI officer.

In those roles, Sura advises the chairman on matters before the Wireless Telecommunications Bureau, Space Bureau, Office of Engineering and Technology, and Office of International Affairs. He directs the agency’s domestic and international policy work on spectrum, space, and technology, and leads the FCC’s strategic, legal, and operational efforts to use artificial intelligence responsibly as part of the agency’s digital-modernisation agenda.

Before serving as senior counsel to Chairman Carr, Sura was legal adviser to then-Commissioner Carr, advising on Title II, spectrum policy, robocalls, marketplace competition, media regulation, enforcement, broadband funding, and other legally and technically complex issues.

Earlier, Sura served as senior counsel to the chief of the FCC’s Wireless Telecommunications Bureau, where he led initiatives on spectrum policy, emerging technologies, and infrastructure.

Before joining the FCC, Sura represented telecom and technology companies in regulatory, litigation, and enforcement matters at Hogan Lovells, Sprint, and Arnold & Porter. His work covered terrestrial and satellite services, infrastructure deployment, robocalls, competition and antitrust-related matters, law enforcement data access, global technology regulation, accessibility, public safety, foreign ownership, broadcast regulation, financial services, data-related risk, civil liberties, and commercial disputes.

Sura also held early-career roles as a summer associate at Arnold & Porter, a clerk at the Institute for Justice, and a policy research intern at the Cato Institute.

He earned a J.D. from William & Mary Law School, graduating with distinction. He also earned three undergraduate degrees from the University of Texas at Austin, including a bachelor’s in computer science.
