Overview

The International Center for Law and Economics (ICLE), a nonprofit, nonpartisan think tank and policy research center is looking for a full-time Director of Competition Policy, preferably in (or willing to relocate to) the Portland, OR area. Law degree and/or economics degree, as well as previous experience in academia and/or policy research required. Description

Working with a roster of more than fifty academic affiliates and research centers from around the globe, ICLE develops and disseminates academic, scholarly, and popular output to build the intellectual foundation for rigorous, economically-grounded policy.

We are seeking a strategically-minded Director of Competition Policy to help us leverage the combined expertise of our affiliated scholars and internal staff in an effort to develop ICLE’s Antitrust Research Program into the definitive source for policy-relevant thinking rooted in the law & economics of antitrust and competition policy. The ideal candidate will have a demonstrated commitment to advancing the law & economics tradition represented by scholars like Armen Alchian, Harold Demsetz, Ronald Coase, Oliver Williamson, and Frank Easterbrook.

Working at the direction of the president and along with ICLE senior management, the Director of Competition Policy will be responsible for designing, developing, and managing all aspects of ICLE’s antitrust program. In particular, the Director of Competition Policy will direct ICLE’s engagement with current antitrust debates, ensuring that the program comprehensively evaluates, critiques, and, where appropriate, pushes back against current “populist antitrust” trends and the condemnation of law and economics as an essential part of sound competition policy design.

The Director of Competition Policy will work with management to determine yearly program priorities; draft and oversee written output (e.g., academic papers, position papers, amicus briefs, comments, and op-eds); support our network of scholars in research, writing, and policy engagement; monitor and determine appropriate responses to relevant legislation, rulemakings, enforcement decisions, and regulatory trends; and broaden the scope and relevance in the academy and among policymakers of ICLE’s antitrust program, particularly in Europe.

Ideally, the Director will be based in ICLE’s Portland, OR office. We will also consider a virtual office for an outstanding candidate.

Requirements

The successful candidate will be comfortable representing ICLE and the program’s mission to scholars, affiliates, donors, industry partners, and the media at events, conferences, and meetings, and will deepen our relationships with policy makers and influencers. He/she will also be comfortable engaging in informed, substantive discussion and debate over antitrust and competition policy.

Applicants should have:

• At least 3 years of experience producing high-quality legal, economic, or, ideally, law & economics research;
• Excellent project management skills;
• Exceptional written and verbal communication skills;
• At least 2 years of 1) academic experience managing a team of research assistants; 2)
• policy-oriented nonprofit or private sector management experience; or 3) senior regulatory or legislative experience;
• Law degree or advanced degree in economics;
• Ability to engage knowledgeably and persuasively in a wide range of venues and with people with a wide range of substantive expertise — including both generalists and technical, subject-matter experts and academics, policy makers, regulators, industry experts, and media.
