Jim Harper

Jim Harper is a nonresident senior fellow at the American Enterprise Institute (AEI), where he focuses on privacy issues, and select legal and constitutional-law issues.

He has served as counsel for the U.S. House Judiciary Committee’s Subcommittee on Antitrust, Commercial, and Administrative Law and for the U.S. Senate Committee on Government Affairs. Harper was a founding member of the U.S. Department of Homeland Security’s Data Privacy and Integrity Advisory Committee. He has also worked at the Competitive Enterprise Institute and the Cato Institute, and as global policy counsel for the Bitcoin Foundation.

He has a bachelor’s from the University of California at Santa Barbara and a law degree from the University of California Hastings College of the Law.
