Gregory J. Werden

Gregory J. Werden was senior economic counsel of the Antitrust Division of the U.S. Department of Justice before retiring in 2019. He was most recently an affiliated scholar at the Mercatus Center at George Mason University.

His work focused on antitrust economics, including merger analysis, market definition, and enforcement policy. During his government service, he helped develop analytical tools such as the hypothetical-monopolist test and merger-simulation techniques. He is the author of “The Foundations of Antitrust: Events, Ideas, and Doctrines.”

Werden spent his 42-year career at the Antitrust Division of the U.S. Department of Justice, where he worked on the preparation of enforcement guidelines and drafted more than 100 appellate and Supreme Court briefs. He is the only Antitrust Division employee to receive the Department of Justice’s Mary C. Lawton Lifetime Service Award.

He earned a Ph.D. in economics from the University of Wisconsin.
