Cassie Chambers Armstrong

Cassie Chambers Armstrong is an associate professor at the University of Louisville Brandeis School of Law and a Kentucky state senator representing District 19 in Jefferson County. She serves as minority whip of the Kentucky Senate. Her research focuses on access to justice, rural courts, domestic violence, and housing law.

Armstrong joined the University of Louisville faculty in 2020. In 2024 and 2025, she was an Access to Justice Fellow at the American Bar Foundation. Her book, “Hill Women: Finding Family and a Way Forward in the Appalachian Mountains,” was published in 2020.

Before entering academia, Armstrong practiced law at Kaplan Johnson Abate & Bird. She began her legal career as a Skadden Fellow representing low-income survivors of domestic violence and clerked for Judge Amul Thapar when he served on the U.S. District Court for the Eastern District of Kentucky.

Armstrong was elected to the Louisville Metro Council before winning a special election to the Kentucky Senate in 2023. She became Senate minority whip in 2025 and continues to hold that leadership position.

Armstrong earned a J.D. from Harvard Law School, where she served as president of the Harvard Legal Aid Bureau. She earned a master’s in public management and governance from the London School of Economics as a Fulbright Scholar, a Master of Public Health from Yale University, and a bachelor’s from Yale, summa cum laude.
