ICLE comments to the Federal Reserve on a proposal to amend Regulation II, which caps the fees that can be charged to merchants for processing debit-card transactions, were cited in a story by Payments Journal. You can read the full piece here.

Interestingly, a third-party group, the International Center for Law & Economics, suggested the Fed should drop the regulation altogether. They sighted free markets as the best mechanism to appropriately set fees.
