ICLE hosted a practical, enforcement-focused workshop for officials from the COMESA (Common Market for Eastern and Southern Africa) Competition and Consumer Commission (CCCC) and member-state authorities following the adoption of COMESA’s ex ante digital-platforms regulation.

The program’s interactive lectures blended theoretical issues, such as the comparative analysis of ex ante competition regulations (including the EU DMA, UK DMCC, and COMESA’s framework), with more pragmatic enforcement topics such as case selection, procedural best practices, and remedy design. Emphasis was placed on error costs and return on effort in the specific context of COMESA member economies—identifying high-leverage sectors, warning signs of malfunctioning markets, and a remedy design that was legally sound, administrable, and investment-friendly.

The program was helmed by three senior ICLE scholars. The format combined short primers, facilitated discussions, sector “spotlights”, and case studies.
