Paul Denis

Paul Denis is a retired partner from Dechert’s Washington, D.C. office and the former deputy chair of the firm’s Global Litigation Practice Group. His practice focused on mergers and other business combinations under antitrust scrutiny.

While serving in the U.S. Justice Department (DOJ) Antitrust Division, he was the principal draftsman of the DOJ and Federal Trade Commission (FTC) 1992 Horizontal Merger Guidelines, which served as the foundation for merger guidelines around the world.

Denis holds a master’s in economics and a JD from the University of Michigan.
