Bianca-Ioana Marcu

Bianca-Ioana Marcu is managing director for Europe at the Future of Privacy Forum (FPF), where she leads the organization’s Brussels-based team and works on data protection, privacy, artificial intelligence, and digital regulation. She also coordinates FPF’s engagement in Africa.

Her work focuses on the intersection of technology regulation, fundamental rights, and innovation, with particular attention to global approaches to privacy, data protection, and artificial intelligence. Before becoming managing director, Marcu served as FPF’s deputy director for global privacy and policy manager for global privacy.

Before joining FPF, Marcu was managing director of the Computers, Privacy and Data Protection Conference and co-director of Privacy Salon in Brussels. She was also a researcher in law with the Law, Science, Technology and Society Research Group and Fundamental Rights Research Centre at Vrije Universiteit Brussel. Earlier, she worked on privacy, data protection, advocacy, and standards at ESOMAR and held research and advocacy roles focused on human rights and gender justice.

Marcu earned an LL.M. in international law and globalization, with a specialization in human rights, from Maastricht University and a bachelor’s in English and related literature from the University of York. She also holds a Data Protection Officer certification from the European Centre on Privacy and Cybersecurity.
