Disruptive Secession Displaced: Institutional Tailoring and the Decline of Hard Forking on Cryptocurrency Networks
Abstract
Early commentary treated hard forking in cryptocurrency networks as a cheap, credible exit option through which dissatisfied constituents could secede and compete under alternative rules. We document the receding of this margin as networks mature and explain the institutional mechanisms that have emerged in its place. We read the decline through three research programs: public choice and constitutional political economy, which portray blockchain networks as constitutional orders; institutional and transaction-cost economics, which characterize that constitutional choice as privately ordered and jointly productive among developers, validators, users, and complementors; and evolutionary economics, which treats the ecosystem as a population of such orders subject to variation, selection, and retention. We show that exit costs in network industries with co-specialized investment are outputs of institutional choice rather than parameters of it: complementor commitments, asset-specific investments, and native stablecoin float are jointly produced with the institutions whose stability they affect. Beyond the constitutional voice participants exercise within a network, we identify three further modes of adaptation that displace schismatic exit: codebase replication, subsidiary network layering, and the federal consolidation of formerly independent Layer-1 networks onto larger base chains as Layer-2s. Complementor coordination around major protocol transitions, illustrated by the Ethereum Merge, raises the cost of schism across all three. We support these claims with an event-coded chronology of forks and codebase genealogies for the largest networks. Our broader methodological contribution is in showing that distributed network governance allows constitutional political economy to be observed at high frequency, with deliberate constitutional choice empirically examined as it nests within an evolutionary process.
