The Cato Institution was the one to actually use the “skirt the First Amendment language,” but fellow think tank International Center for Law and Economics was also singing a similar tune in its amicus brief, while the Ohio Chamber of Commerce accused the state of trying to secure “anti-business regulation.”

The International Center for Law and Economics also believes the court of common pleas made the right call, saying that what Google creates is an “expressive product” and giving it common carrier status would jeopardize its First Amendment rights as well as its ability to operate properly.
