Kristian Stout Quoted in The Washington Post on AI Regulation
The Washington Post quoted Kristian Stout, ICLE Director of Innovation Policy, in its AI and Tech brief on the White House’s efforts to develop a regulatory framework for frontier AI models. Stout questioned whether regulators have a sufficiently clear understanding of what they are trying to regulate, noting the difficulty of defining advanced AI capabilities in advance of knowing how those capabilities manifest in practice.

“The bigger problem I think this [shows] is that they don’t actually know what they’re trying to regulate,” speculated Kristian Stout, Director of Innovation Policy at the International Center for Law & Economics.
The White House is looking at the different frontier AI models “and they’re like, how do we even know what it is we’re trying to regulate in advance? What does it mean that it has advanced cyber capabilities until we know it hacked into something?” Stout said.
