Kristian Stout Cited in Law360 on ICLE and New America Report on LEO Satellite Policy
Law360 cited a new report co-authored by ICLE Director of Innovation Policy Kristian Stout in a piece on US priorities for the 2027 World Radiocommunication Conference. The report, produced jointly with New America, argues that rules set at the Shanghai conference will determine whether low-earth-orbit satellites can deliver broad consumer benefits, and urges the US to establish strong positions and build coalitions at the regional level before engaging the ITU globally.

In a new report, scholars from the International Center for Law and Economics and New America said that rules set at WRC in Shanghai will determine if LEO satellites have enough capacity and market access to provide widescale innovation to consumers. The experts, writing in their individual capacities, advised that the U.S. ‘prepare early, establish strong positions, and build winning coalitions,’ according to a report summary.
“It is crucial that the United States prioritize satellite issues, settle early on strong positions, and begin building consensus, first at the regional level” and then at the International Telecommunication Union globally, they said.
