Matthew Heim

Mathew Heim is a senior adviser for competition, litigation, and regulatory matters at Burson and an independent strategic-communications counsel. He is also a door tenant at Tanfield Chambers, a senior adviser to the Business at OECD Competition Committee, and a nongovernmental adviser to the International Competition Network.

His work focuses on competition and antitrust policy, intellectual property, litigation communications, regulatory strategy, and public affairs. He has advised companies on major competition investigations, mergers, litigation, and regulatory matters across Europe, the United States, Asia, Australia, and South Africa.

Before joining Burson, Heim was head of international competition policy at Amazon, where he led the company’s international competition-policy engagement. Earlier, he was a nonresident fellow at Bruegel and vice president and counsel at Qualcomm, where he focused on European competition and intellectual-property policy. He previously directed the Centre and served as an associate director at APCO Worldwide, advising on the political and policy dimensions of competition cases, mergers, litigation, and regulatory proceedings.

Heim previously served as a senior fellow at the George Washington Competition & Innovation Lab, co-chair of the editorial board of Competition Law International, a member of the British Institute of International and Comparative Law’s Competition Law Forum advisory board, and a board member of the 4iP Council.

He was called to the Bar at Lincoln’s Inn after completing his professional legal training at the Inns of Court School of Law. He also earned a postgraduate diploma in law from Staffordshire University, a master’s in politics, with distinction, from the University of Exeter, and a bachelor’s in history from the University of Bristol.
