Carlo Stagnaro

Carlo Stagnaro is the research and studies director at the Istituto Bruno Leoni, a think tank he helped found. His primary research areas include energy economics, the economic regulation of public services, competition policy, and innovation.

He also serves as a lecturer in energy management at MIB Trieste School of Management. In addition, he is a member of the Institute of Economic Affairs’ Academic Advisory Council and a fellow of the Italian Observatory on Energy Poverty at the University of Padua’s Levi-Cases Center. He sits on the editorial boards of the journals Energia and Aspenia, and works as an economic columnist for the daily newspapers Il Foglio and Il Secolo XIX.

Previously, Stagnaro held several senior roles at Italy’s Ministry of Economic Development, including chief of the minister’s technical staff, head of the minister’s secretariat, and assistant to the undersecretary for competition.

Stagnaro has authored and edited several books. His most recent book is “Contro Il Sovranismo Economico,” co-authored with Alberto Saravalle. He also edited “Cosa Succede Se Usciamo Dall’Euro?” and wrote “Power Cut? How the EU Is Pulling the Plug on Electricity Markets,” which examines policies to incentivize investment in renewable energy and competition in electricity markets.

He has long served as editor of the “Index of Liberalization,” a benchmarking report on market openness across sectors in European Union member states.

Stagnaro holds a Ph.D. in economics from IMT Alti Studi Lucca and a master’s in environmental engineering from the University of Genoa.
